9th ON Congress approves budgetary items during 4th Special Session

The special session commenced on Feb. 25 and Congress voted to adjourn on March 5. Principal Chief Geoffrey Standing Bear signed the approved legislative items afterward to take effect.

During the 4th Special Session, the Ninth Osage Nation Congress passed several legislative items including budget-related matters.

Those bills and resolutions receiving approval include:

ONCA 25-37 (sponsored by Congresswoman Jodie Revard), which is “An Act to amend ONCA 24-75 to provide supplemental appropriations to the Executive Branch in the amount of $2,851,590.” The bill contains revised budgets to departments receiving non-tribal funding from outside sources, including grants, the Office of Self Governance, WIC and TANF.

ONCA 25-38 (Revard) is “An Act to amend ONCA 23-83 to provide a supplemental appropriation to the Executive Branch in the amount of sixty thousand dollars ($60,000) of non-tribal funds.” The bill includes $60,000 for the Wildland Fire Management Department for temporary pay supplements from federal funding.

ONCA 25-39 (Revard) is “An Act to amend ONCA 24-73 to provide supplemental appropriations to the Executive Branch in the amount of $3,309,700. The bill contains revised budgets with tribal funding supplements to entities including the Attorney General’s Office, Capital Asset Fund and for costs associated with the Osage Sovereignty celebration events, which took place in March.

ONCA 25-40 (sponsored by Congresswoman Maria Whitehorn) is “An Act to amend the tobacco tax code to include the Tobacco Compact Tax; to state the distribution of the tribal portion of the Tobacco Compact Tax; to repeal the tobacco Tax Relief Fund.”

ONCA 25-41 (Revard) is “An Act to authorize and appropriate $480,200 to the Osage Nation Property Improvement Fund.” According to the bill, the funding comes from the Nation’s Property Income Account.

ONCR 25-06 (sponsored by Second Speaker Otto Hamilton) is “a resolution to approve the Office of Fiscal Performance and Review annual audit plan for fiscal year 2025 submitted by Moss Adams.”
