Congress approves bills for financial assistance, $2M for Osage LLC capital and $2.9M additional funding for new PRT facilities

The passed bills and resolutions are part of legislative items under consideration for the 2022 Tzi Sho Session and passed ahead of the 2022 fiscal year ending Sept. 30.

The Eighth Osage Nation Congress voted to pass appropriation bills including those for FY 2023 operations budgets, funding toward new Primary Residential Treatment facilities and financial assistance.

The passed bills and resolutions are part of legislative items under consideration for the 2022 Tzi Sho Session and passed ahead of the 2022 fiscal year ending Sept. 30. Those legislative items passed on Sept. 23, 26 and 27 include:

  • ONCA 22-86 (sponsored by Congresswoman Jodie Revard) is “An Act to authorize and appropriate the additional amount $2,979,736 of American Rescue Plan Act (ARPA) funds to the Executive Branch for an adult male and female Primary Residential Treatment (PRT) facility, an adolescent male and female PRT facility, a transitional living facility, and a counseling center with administrative and counseling offices.”
  • ONCR 22-15 (Congresswoman Paula Stabler) is “A Resolution to approve a revised (current) fiscal year 2022 Annual Revenue Projection of the Osage Nation.
  • ONCA 22-83 (Revard) is “An Act to authorize and appropriate one million dollars ($1,000,000) to the Permanent Fund.”
  • ONCA 22-91 (Congresswoman Whitney Red Corn) is “An Act to authorize and appropriate $500,000 to Financial Assistance Services for school clothing, supplies and technology reimbursement.”
  • ONCA 22-94 (Stabler) is “An Act to provide an appropriation to the Executive Branch of the Osage Nation in the amount of $19,936,609 in Tribal and Non-Tribal funds.”
  • ONCA 22-103 (Revard) is “An Act to amend (Osage law) to change the structure of the Tax Commission back to a five-person commission.
  • ONCA 22-105 (Stabler) is “An Act to provide an appropriation to Si-Si-A-Pe-Txa (health board) for fiscal year 2023 in the amount of $1,389,569.”
  • ONCA 22-110 (Stabler) is “An Act to authorize and appropriate the amount of $2,282,861 to Osage, LLC for business development investment capital.” The bill passed with an 8-4 vote. Congress members Revard, Pam Shaw, Stabler, Scott BigHorse, Otto Hamilton, Billy Keene Brandy Lemon and Speaker Alice Goodfox voted “yes.” Voting “no” on the bill were members Joe Tillman, John Maker, Eli Potts and Red Corn.
  • ONCA 22-113 (Lemon) is “An Act to amend the Osage Nation Gaming Reform Act of 2007 to require all net revenues to be disbursed to the Osage Nation when an Osage Nation Gaming Enterprise Annual Plan of Operation has not been approved by the Osage Nation Congress.” The bill passed 8-4 with “yes” votes from Shaw, Stabler, Hamilton, Keene, Lemon, Red Corn, Revard and Goodfox. “No” votes came from Tillman, BigHorse, Maker and Potts.
  • ONCR 22-08 (Revard) is “A Resolution to set the compensation and reimbursement allowance for the Boards and Commissions of the Osage Nation for fiscal years 2023 and 2024.”
  • ONCR 22-09 (Revard) is “A Resolution to authorize the Principal Chief of the Osage Nation to execute real property leases and right-of-way easements on restricted Indian lands on behalf of the Osage Nation through October 1, 2023.”
  • ONCR 22-12 (Goodfox) is “A Resolution to request the placement of fee lands into trust by the Secretary of the Interior.”
  • ONCR 22-13 (Revard) is “A Resolution declaring Congressional consent and approval of the Si-Si A-Pe-Txa Board’s Annual Plan of Operation for fiscal year 2023.”
  • ONCA 22-85 (Revard) is “An Act to authorize the IDC (Indirect Cost) Departments to expend monies appropriated through the FY2023 appropriation bills.”
  • ONCR 22-11 (Stabler) is “A Resolution to revise and approve the fiscal year 2023 Annual Revenue Projection of the Osage Nation.” 

All passed bills and resolutions are then sent to Principal Chief Geoffrey Standing Bear for consideration of signing into law.
