Osage News Candidate Questionnaire – Amanda Proctor

The Osage News asked candidates to answer 13 questions about their families, Osage culture, work experience and education. The News did not edit their responses and all questions were optional.

6)    Family: I am divorced with 3 children: Andrew Grayson, age 18, Amory, age 13 and Rhett, age 10.

7)    Osage ancestry: I am a member of the Boulanger family.

8)    Education: please include what type of degree and from which educational institution it was received. Harvard University, Bachelor’s Degree with honors recommendation, Harvard University. Juris Doctorate with certificates in Native American Law and Oil and Gas Law, University of Tulsa School of Law.

9)    Work Experience: I have worked as an attorney in private practice for 15 years. I currently work on many cases with Bransford Shoemake. Prior to that time, I worked as a housing director for the Otoe-Missouria Tribe and the Pokagon Band of Potawatomi Indians.

10) Are you cultural? Yes, I learned to make beadwork at age 11 and have made many of the items that I wear when participating in powwows and the Inlonshka.

11) Are you related to any other candidate? No.

12) Are you related with a current Osage official? I am the sister of Gaming Board member, Susan Kneeland and the niece of Ranch Board member and former Minerals Council member, Galen Crum. He is my mother’s brother. 

13) Anything else you would like to add?

I humbly ask all Osage citizens for their support and their confidence. I have practiced law for nearly 15 years and I am licensed to practice law in the State of Oklahoma, all Oklahoma federal courts, the United States Court of Appeals for the Tenth Circuit and many tribal courts. I am attorney of record in the case of Fletcher v. United States and other breach-of-trust lawsuits involving the Osage mineral estate. I am well-versed in domestic, probate, corporate, complex civil litigation, criminal defense and many other areas of the law. I practice primarily in the Osage County District Court and I am the President of the Osage County Bar Association. I now make my home in Bartlesville.

I have many ideas and plans to move the Nation forward. As an attorney for multiple Indian tribes throughout the State, I have put these plans into action for others, over and over again. I have been directly involved in the planning, financing and developing of casinos, housing construction, infrastructure projects, health clinics, assisted living centers and the like.

As you are no doubt aware, the Osage Nation and this entire country are entering unchartered waters. The casinos are shuttered. Many employees of the Nation have been furloughed. There are no alternate, viable sources of revenue for the Osage Nation to fund the programs on which we all depend, such as higher education, burial assistance and health benefits. Tough choices must be made by educated, intelligent, experienced, level-headed leaders – leaders who care more deeply about the issues than how the issues affect themselves. I thank you in advance for your attention and consideration, and I look forward to the opportunity to serve you and this great Nation.
